The level and the living quality- of the population of the territory and state on the whole depend on the efficiency of local government institute functioning, because the supplies of the social sphere of municipal services is mainly based on local budgets. It is necessary to strengthen budget for source of local budgets so as to solve questions of the local signific¬ance and to fulfill state reported obligations.
