ABOUT CONCEPTUAL APPROACHES TO PROVIDING PERSONAL AND PROPERTY SAFETY OF POPULATION AT THE REGIONAL LEVEL

The article analyzes and classifies the conceptual approaches of domestic and foreign scientists to the examination of the problem of providing personal and property safety of the population and the practice of the implementation of the corresponding activity at the regional level. The author explains the essence of the basic concept, that is providing personal and property safety of the population on the basis of peculiarities of population historical development and mentality. The author’s approach and principles are proposed, which can be used for the formation of the integrated system of providing anti-criminal safety of the population of any region of the country taking into account the peculiarities of local special features and mentality of citizens, the state of criminality and the living standards of the population at three basic levels: all-Russian, regional, municipal.
