That is how the equal access of citizens to the basic constitutional guarantees is being provided without regard to the place of their residence. However, the financial assistance within the interbudgetary relations is mostly aimed at the current support of the RF entities and municipal unions. The territorial planning directed to the search of unused potential of the RF entities and municipal unions for decreasing the social-economic disproportions serves as the long-term mechanism of development management for the purpose of the population life quality increasing.
