The article justifies the role of children’s complementary education in formation of the qualitative characteristics of the labor potential. The need for improvement of management of the children’s complementary system at the regional level is demonstrated. Three-level regional model of arrangement of such system operation is proposed. Standard, advanced and pre-professional levels of the children’s complementary education are identified that are differentiated according to the criteria of the depth of the training and its results. The terms and extent of training, types of implementation and criteria of assessment of the children’s complementary education institutions at each level are described. Basic problems are defined and the ways of improvement of the mechanisms of the children’s complementary education institutions financing are proposed. Target indicators for assessment functioning of the regional system of children’s complementary education, of a certain institution and a teacher are developed. |
