RETROSPECTIVE ANALYSIS OF THE PROGRAM-TARGETED APPROACH TO MANAGEMENT OF INVESTMENTS IN THE RUSSIAN ECONOMY

The author proposes a study of the program-targeted management in retrospect, its consideration in the process of formation and subsequent quantitative and qualitative development that allows determining the historical-logical stages of its evolution, as well as the determinant of the conditions of its establishing as a necessary subsystem of public regulation of the economics. The program-targeted investments management serves as a response to the need of addressing the state's significant, systemic problems in the socio-economic development of the country, an effective tool of scientific substantiation of the planned decisions that have strategic, inter-industrial, and inter-regional nature, arrangement of their implementation. The author proves the necessity of application of retrospective analysis of the program-targeted management of investments in the Russian economics.
