LEGAL NATURE OF PUBLIC SERVICES

In the scientific article devoted to the legal nature of the category of public services, the authors study the origin of this category, specify its legal essence, as well as define its interactions with other neighboring categories. While analyzing the lawyers-scientists’ points of view, the authors make conclusion that the term of public services is a general conception to the term of state and municipal services and that the category of public services is complex for the fields of private (special) law, as well as for the public law. Examining the civil law nature of public services the authors analyze the specific indications of the category being studied and on the basis of these indications they make the following definition of a public service.
