Annotation:

The author defines the list of conditions establishing demand for the masters programs in Russian and the countries of the Organization of Economic Cooperation and Development (OECD) based on the analysis of scientific publications in foreign and Russian scientific journals and statistical data. Conditions include: deterioration of the situation at the labor market; demographic changes; globalization and integration of educational systems; state policy regarding higher education; growth of the offer and demand for high-quality labor forces; high level of the outcome of higher education. Comparison of data of Russia and the OECD countries allowed making conclusion about availability of the similar trends.
