Annotation:

Accumulation of the human capital is one of the main «engines » of the economic growth, the key factor of economic and social wealth of the modern societies. In the current conditions of Russian federalism, the conditions of reproduction of human capital more and more depend on regional governments. The article calculated the increment of human capital of the entities of the South Federal District for 2010–2014 according to the formula of relative increment of the human capital proposed by M. V. Ledeneva; the trends of the human capital development in Volgograd region are identified. The authors come to conclusion that reproduction of the human capital of the region and the entire country results from comprehensive interaction of the state, population, and business, and the most important sources of investments into the human capital include expenses of the state for financing the systems of education, health care, and social security; as well as personal income of citizens, mainly the salary.
