CITY DISTRICTS WITH INTERNAL CITY DIVISION AND INTERNAL CITY AREAS AS NEW SUBJECTS OF FINANCIAL LEGAL RELATIONS

This article examines the financial and legal status of new municipalities – the city districts with internal city division and the internal city areas. The analysis of the Federal legislation establishing the financial framework for these municipalities, as well as the regional and municipal regulatory and legal basis in terms of division of powers between the newly formed municipalities is performed; the definition of the own incomes of budgets, establishment of the system of inter-budgetary relations, as well as formation of the financial control system of internal city districts. The author comes to conclusion about the necessity of further construction of the system of normative regulation of the financial legal relations with the participation of municipalities.
