FINANCIAL AND LEGAL ASPECTS OF ATTRACTING POPULATION TO EFFECTIVE USE OF THE BUDGET FUNDS AT THE MUNICIPAL LEVEL

The article examines the programs of support of the local initiatives as a legal institution, its financial and legal aspects; the legal nature of subsidies and grants to support local initiatives. The analysis of support programs of local initiatives in partnership with the World Bank, as well as within the framework of the Federal target program for development of stability of rural areas is conducted; their similarities and differences are presented. Attention is drawn to the peculiarities of the legal nature of grants to support local initiatives. The conclusion is made about necessity for further theoretical development of this institution within the financial law, as well as the practical implementation with the aim of optimizing budget expenditures and involving citizens in the budget process at the local level.
