ON THE ISSUE OF LEGAL PECULIARITIES OF THE SPECIAL ZONE IN THE KALININGRAD REGION

The article analyzes the legal status of the Kaliningrad region among the entities of the Russian Federation and the surrounding countries of the European Union. The necessity of giving the region the legal opportunities of foreign economic activity is proved and options for solving this problem are discussed. The conclusion is substantiated that if the Russian Federation concludes the international legal agreement with the EU in which it authorizes the Kaliningrad region to carry out foreign trade relations with the said party to the treaty, the Kaliningrad region will gain international legal personality in this sphere. In this case, the provisions of this international treaty should also be reflected in the definition of the delimitation of powers and authorities between Russia and the Kaliningrad region in the foreign trade sphere in accordance with the requirements of the provisions of the Constitution of the Russian Federation.
