SOCIAL AND ECONOMIC AND LEGAL FRAMEWORKS FOR ESTABLISHING THE SYSTEM OF FORMING THE CAPITAL REPAIR FUND

Within the framework of this article, the reasons for emergence of the system of formation of the capital repair fund in the Russian Federation are examined expressed in the form of the social policy of the state. The article touches upon the issues of formation of psychological beliefs of citizens about the content of the concept of property as the cause of failure to fulfill the obligations of the owner of a premise in an apartment building. A separate part of the work is devoted to the study of the trends in development of legislation on introduction of the norms regulating the activities of the regional operator, which forms the capital repair fund and carries out actual actions aimed at eliminating the causes of growth of dilapidated and substandard housing.
