USE OF THE EUROPEAN EXPERIENCE OF CREATING SMART CITY IN RUSSIA

Annotation:

The paper discusses the prerequisites for creating a “smart city” as an economic system. The practice, theoretical positions and forecast of creating a “smart city” in the world are summarized, on the basis of which it is reasonable to consider them as an innovative socio-political project: 1) implements a set of, above all, quality goals (ensuring life safety and the quality of life of the population; rational allocation of resources in city development programs; improving the efficiency and transparency of managing the urban environment); 2) forming objects (engineering infrastructure, IT infrastructure, housing and public utilities, waste management, social infrastructure, transport, management system, communications, information, consumer market complex, business infrastructure for using the city’s collective intelligence), which are a complex innovation (technological, marketing, organizational); 3) carried out by three groups of subjects (authorities, population, urban stakeholders). The existing in world practice approaches to the creation of a “smart city” (technological and integrated), their advantages and disadvantages are considered. Organizational, managerial, financial and economic factors that prevent the creation of a “smart city” in Russia have been studied. It was concluded that all potential investors in local projects within the framework of creating a “smart city” should be divided into two groups: private investors (urban stakeholders, population); public (authorities) and private investors implementing projects in the framework of PPP. For each group, tools and levers for initiating and encouraging investment in the creation of a “smart city” in Russia were proposed.
