THE MECHANISM OF PROPERTY INFRASTRUCTURE SUPPORT OF SMALL BUSINESS OF THE KIROV REGION

The relevance of the stated topic is determined by the new vector of development of the Russian economy, the construction of a favorable business climate, the search for new drivers of sustainable development. The small business sector has every reason to become a point of economic growth, because of its flexibility, mobility, high adaptability, innovation. To this end, it is necessary to create a system of effective infrastructure support for small businesses. The presented study is aimed at a comprehensive study of the issues of property support of the small business sector. Increasingly, the powers to create a favorable economic environment are transferred to the field, it should be noted that the system of property support for small businesses in the regions is at the stage of formation, which requires the creation of theoretical and scientific basis for the development of the mechanism of property infrastructure support in the regions. Based on the analysis of the elements of property support and the essence of the category “mechanism”, the conclusion is made about the content of the mechanism of property infrastructure support for small businesses, which should include reasonable goals, objectives, tools, conditions for the provision of property for use or ownership, criteria for assessing the effectiveness of support. The author’s interpretation of the mechanism of property infrastructure to support small business at the regional level as a system of socio-economic relations between the state, municipal authorities and small businesses arising from the provision of property suitable for use on a reimbursable and gratuitous basis, on favorable terms to create favorable conditions for management, formation and sustainable development of small business in the region. The instrumental basis of the mechanism is represented by normative-legal, project-target, organizationalproperty and financial-economic institutions. The criteria for evaluating the effectiveness of the mechanism of property infrastructure support of small business are determined. As a result of assessing the possibility of implementing the mechanism, the author identifies problematic aspects in property support and identifies areas for its improvement on the example of the Kirov region. The proposed mechanism of property infrastructure support for small business can be useful in developing a strategy and roadmap for the development of infrastructure support and small business in the regions.
