Agricultural consumer cooperation as a system is formed and developed in accordance with the current legislation of the Russian Federation, which allows you to create effective cooperatives in various areas of agriculture. Prospects for the development of consumer cooperation in rural areas is the possibility of providing such areas as production and marketing of agricultural products, supply of material, technical and financial resources, as well as social and consumer services to the rural population. The article analyzes the work of agricultural consumer cooperatives of the Volgograd region. The model of life cycle of agricultural consumer cooperative with the use of conventional models of the life cycle of the organization, which includes the following stages: creation, growth, maturity and decline. Features of functioning of agricultural consumer cooperatives to which it is carried are allocated: influence of climatic conditions, effective state support, a combination of production and its processing with realization, opportunities in social security of rural territories. The system of factors of development of agricultural consumer cooperative taking into account interaction of its participants in rural territories of the Volgograd region is defined. Assessment of the development of agricultural consumer cooperatives of the first and second level in 2018 showed the share of existing cooperatives of the first level is 87.6 %, the second level is 50 %. The state program of the Volgograd region “development of agriculture and regulation of markets for agricultural products, raw materials and food” approved by the resolution Of the administration of the Volgograd region of December 26, 2016 №743-p (as amended on:23.07.2018) defines the following activities for the development of agricultural consumer cooperation: grants to agricultural cooperatives for the development of material and technical base; providing subsidies to agricultural consumer cooperatives for 1 kilogram of milk sold and (or) shipped for own processing, purchased from private farms; providing organizational and consulting support to agricultural consumer cooperatives. |
