DETERMINATION OF THE ELECTRIC-GRID COMPANIES EFFICIENCY INDEX BASED ON THE DEA-ANALYSIS

Annotation:

Improving the efficiency of electric grid companies is a priority. The Ministry of Energy established a rating on the level of energy efficiency, which shows the performance of 90 electric grid companies. This rating allows comparing the results of territorial network organizations (TNO) activity with comparable regulated organizations, and also forms the basis for the development of key performance indicators for TNO management. The integrated rating combines performance indicators in the field of loss reduction, the introduction of energy efficiency measures and the implementation of public policy in the field of energy supply. In order to encourage companies to maximize the full potential of energy supply, the TNO efficiency rating should be included in the number of instruments for tariff regulation of electric grid organizations. Within the regulatory framework, the rating can be used to calculate the TNO efficiency index (the method of long-term indexation of the required gross proceeds and the return on invested capital method). The article presents an analysis of the activities of electric grid companies in the central and Siberian federal districts according to the activity of 88 electric grid companies for 2016, the efficiency rating for each of the districts is presented on the basis of a comparative analysis and a version of the calculation of the TNO efficiency index is proposed.
