Abstract: the most important factor in the development of the economy in modern conditions is the level of human capital development, as the basis for creating any product or service; The development of human capital is directly related to the expansion of investment in the country’s economy, and the formation of this factor in turn is associated with funding from various sources, including the state budget, private investment in the state’s education system. At the present stage, due to the difficult economic situation, the dynamics of state revenues in education has a downward path, or is at the same level, private investments are received, but their percentage is insignificant and, in general, the education system does not have sufficient funding to solve strategic government tasks to form the necessary competencies of the younger generation that is unacceptable if we prioritize technological, intellectual leap in the framework of the “digital economy”, development of investment processes in the economy, giving a multiplier effect. The study determined that the amount of expenditure on research and development by Russian companies is significantly inferior to foreign indicators, which is associated with a certain level of uncertainty in the economy in the near future. As a result of the study, the author formulated the need to define at the state level “continuous education of the population of the country” a strategic development priority of the state with an appropriate level of funding, attracting funds from private capital under conditions of a private-public partnership, creating a system of formation of special households. Thus: the development of human capital is defined as the basis for the development of a country’s economy. The strategic priority should be the unification of investment in education from all levels — budget, business, household, etc. |
