DETECTION OF THE CLUSTER POTENTIAL OF ECONOMICS IN PROVIDING SUSTAINABLE OF THE RURAL AREAS DEVELOPMENT

Transition to the trajectory of sustainable development of all regions of the Russian Federation, and in particular, rural areas is the most important theoretical and practical problem of the domestic economy of the modern stage. In this regard, as shown in the article, the search for ways and means of socio-economic development of rural areas through the implementation of the cluster approach is an urgent scientific task. The methodical approach to the quantitative and qualitative assessment of the cluster potential of the regional economy presents. It is proved that the development of cluster potential depends on the degree of development of resources and the possibility of turning them into factors of production. In the context of regionalization of economic activity, the role of regional and municipal authorities in promoting the interests of enterprises and organizations in the domestic and foreign market is becoming more important. The intensification of competition in the modern economy increases the importance of studying the processes of cluster formation as an effective way of organizing the economy of districts and improving the competitiveness of rural areas. It is determined that the possibility of cluster formation is evidenced by the transformation of quantitative changes into qualitative ones through the identification of its main elements and the quantitative assessment of its qualitative criteria. A separate problem is the development of cluster policy directions in the region. The article proposes the main directions for its improvement, as well as indicators that determine its effectiveness. The indicators of efficiency of cluster policy at the municipal level are given. The expediency of using the cluster approach to optimize economic activity and develop a strategy for transition of rural areas to sustainable socio-economic development is substantiated.
