HOUSING AND UTILITY ECONOMY AS A BLACK HOLE OF THE RUSSIAN ECONOMY

The article examines the problem of economic unprofitability in the sphere of housing and communal services in Russia. The main problems of the considered sector of the economy are identified. Analyzed the attitude of citizens to the present state of the housing and utilities system, and also noted the main causes of complaints and appeals to housing and communal organizations. The imbalance between the costs of the functioning of this sector of the economy and the quality of the services provided is substantiated. The costs of the consolidated budget of the Russian Federation in this area are presented. The tendency of growth of debt on financial liabilities of organizations of the housing and utilities sector was demonstrated and the reasons for this fact were suggested. Obstacles to the improvement of this area are identified. Minuses in the Russian system of housing and communal services are marked. Foreign experience on the issue is presented. Solutions to the raised problem, including innovative approaches to the management of housing and communal services, are proposed.
