Substances with hazardous properties are used in modern life everywhere, both by organizations and citizens. In the process of their use, it is often necessary to transport them. At the same time, despite the fact that modern legislation regulates in great detail the implementation of such transportation, setting requirements for the process of transportation, packaging and labeling of goods, equipment of vehicles, this does not exclude the possibility of emergency situations. When such situations occur, harm is caused not only to the cargo and the carrier, but also because of the hazardous properties of the transported goods ‑ the environment and the life and health of citizens. The article discusses the features of the concept of “dangerous goods” in relation to water types of transport, a comparative analysis of this concept, established by various regulatory documents, as well as existing lists of dangerous goods established by international and domestic laws. For dangerous goods, by virtue of their properties, special rules are established by which they are transported. The article discusses the rules for the implementation of such transportation established by the regulations for water transport. Special attention is paid to the additional rights of captains of vehicles to prevent possible harm in the implementation of such traffic. The author also considers the peculiarities of compensation for harm caused by dangerous goods during transportation of them by water transport and the existing regulatory guarantees of compensation for this harm. |
