The article presents the results of a study on the effectiveness of legal regulation in shaping Russia’s socio-economic development in terms of achieving sustainable development goals. The historical stages of the formation of the idea of sustainable development at the international level are studied; the role of the United Nations in its promotion and development is noted. The main regulatory legal acts of the Russian Federation are considered, the content of which reflects the goals of sustainable development, the nature of the provisions contained in them is analyzed and their effectiveness is evaluated. In the course of the research, the author formulates the following conclusions: sustainable development goals can be implemented through effective legal regulation of the organization of socio-economic development of Russia as a single interconnected system of measures for the rational use, protection and reproduction of natural resources while maintaining a balance of economic, environmental and social interests (components of sustainable development). In Russia, a fullfledged infrastructure has been built in the system of legislative and executive authorities, which allows for structured and effective regulation of the national system of sustainable development. The Constitution of the Russian Federation, federal laws, by-laws, and regional acts are the basis for numerous local regulatory transformations in the field of sustainable development and the adoption of strategic acts, program documents, and national projects that meet the interests of modernity. Analyzing the above, the author comes to the conclusion that it is necessary to develop and normalize the framework Strategy for sustainable development of Russia, which defines national goals, objectives, stages of implementation and indicators of the effectiveness of sustainable socio-economic development of Russia until 2030. The incorporation of the Strategy in question into the state’s strategic planning system is conditioned by the need to achieve a balance between the social, environmental and economic vectors of sustainable development, as well as the implementation of the provisions of international treaties. |
