INNOVATIVE STARTUP AS A KEY ELEMENT OF THE NATIONAL INNOVATIVE SYSTEM IN RUSSIA

The structure of the modern world is based on the principles of interconnection and interdependence of the fundamental systems of vital activity of society and newly formed progressive forms of human interaction. Previously unacceptable, and in some cases rejected, models of cooperation in the business and entrepreneurial environment are postulated. The study presented in this article contains the results of analysis of the researchers’ views on the innovative entrepreneurship. The article also presents the definition of criteria describing creation and functioning of innovative startups. At the present stage of development of the national economy, the task of functioning of an effective National Innovation System is based not only on state-owned enterprises or corporations that arose during the transitional period of the Russian economy, but also on continuously emerging entrepreneurial initiatives, especially in the area of innovations which comes to the fore. The platform for further progressive development of the economy and the formation of the balance of the national innovation system should be the development of innovative startups and their consistent transformation into private, commercial, innovative corporations. The distinction between the concepts of start-up and innovative start-up based on the developed evaluation criteria will allow the formation of a mechanism for supporting small corporations within the framework of the National Innovation System of Russia. The author defines uniform criteria for description of an innovative startup on the scale of development and stimulation of the National Innovative System in the Russian Federation. The indicator proposed by the author can become the basis for identifying, at an early stage, the innovative activity of small forms of private business and providing appropriate support as part of the measures provided for the development of the National Innovation System of Russia. It is also possible to assume that the presence of this indicator can significantly affect the increase in the competitiveness of domestic subjects of innovative activity, as well as increase the quantitative level of commercialization of innovative projects in Russia.
