METHODOLOGICAL APPROACH TO COMPREHENSIVE RATING ASSESSMENT OF FOREIGN ECONOMIC ACTIVITY OF THE REGION IN THE DIGITAL ECONOMY

The article deals with a set of methodological issues related to the development of areas of integrated rating assessment of foreign economic activity (FEA). Two courses complex analysis and the rating of foreign trade are presented: a study of foreign trade indicators for the integrated assessment and calculation methods of individual and integrated indicators of a rating assessment in a digital economy. When justifying the system of foreign economic indicators, the principles highlighted by the Basel Committee and used by the Central Bank of the Russian Federation, including: objectivity, transparency, reliability, international access, recognition, the predominance of essence over form, are taken into account. These principles and their implementation in the system of foreign economic indicators allow for a comprehensive rating assessment of foreign economic activity in General, in the Ural region and its regions, both in space (in comparison with other areas) and in time (for several periods). The practice of domestic enterprises in the foreign market shows that foreign economic activity has a direct impact on the economic development of any country, its regions and enterprises. The current global economic crisis has identified a number of problems of foreign economic activity, especially in terms of foreign investment in fixed capital: insufficient demand for products, lack of own financial resources, low profitability of investments in fixed capital. The list of problems on foreign economic activity covers both internal and external factors, which can be taken into account by the implementation of the rating procedure. Awareness of foreign economic problems led to the need to develop adequate measures and the need to improve the methodology for assessing foreign economic activity and its features in the development of the regions of the Ural region.
