NATIONAL PROJECTS 2019—2024 AND PRIORITIES OF SOCIAL POLICY IN MODERN RUSSIA

The paper examines the priorities of social policy in the context of implementation of the national projects 2019—2024 and establishment of a social state in the Russian Federation. The author focuses on the policy of improving the demographic situation laid down in the national projects “Demography”, “Housing and Urban Environment”, and “Health Care”. According to the author, from the first years of the XXI century in Russia there has been an expansion of the state social functions, which is associated with the formation of a model of the social state. Under these conditions, the implementation of social activities significantly increases the role of the project approach. A distinctive feature of the national project is its focus on a clearly defined end result, and this makes it possible to more effectively solve specific social problems. The author used the methods of analysis, synthesis, and comparison. The author developed the definition of a national project as a complex of programs designed to implement one of the modern national development goals of the Russian Federation and achieve a qualitative breakthrough, expressed in digital terms, in a specific direction of the socio-economic sphere. It is proved that a distinctive feature of the national project is the underlying goal, which proceeds from the interests of the entire population or its significant part. The specifics of achieving sustainable natural population growth in the Russian Federation, which is the need for an integrated approach, are revealed. Examples of an integrated approach to solving social problems of Russian families in the framework of the national projects “Demography”, “Housing and Urban Environment”, “Health Care” are shown. The conclusions and recommendations are formulated aimed at improving public policy in the demographic sphere.
