ARRANGEMENT OF WORKING TIME IN THE CONTEXT OF ACCELERATING RHYTHMS OF CONTEMPORARY LIFE

Annotation:

The modern world is characterized by an acceleration of the rhythms of development and deepening of interconnection of the economy, politics, and the social sphere. These processes actualize the need to optimize the organization of time by each person. However, there is little research of the influence of changes in the speed and rhythms of life on the politics, economics, and labor organization, although attention was paid to this problem even at the beginning of the 19th century. The complex of issues of labor organization, including the organization of time, is directly related both to the economy and to the structure of human values. They reflect the features of the post-industrial era, in general, and the specifics of the policy in the field of labor relations, typical to a specific state, in particular. The documents of the International Labor Organization reflected a combination of general and specific working hours in the organization. ILO regulations on the working hours are recorded in the Labor Code of the Russian Federation. In practice, in Russia there are problems of inefficiency in the organization of working time in the absence of proper tools to influence the situation. In the United States, the regulation of the duration of work took place similarly to these processes of the Russian Empire and the USSR. But there are significant differences due to the fact that the states have broad powers in the field of labor relations regulation. Along with the statement of national characteristics of the organization of working time that meet the specifics of economies and labor culture, the general trends of reforming the working time are highlighted: decrease of the working time and increase of the free time; support of the release of time from production by reducing the number of workers involved in production; the emergence of opportunities for additional training and others.
