RESULTS OF IMPLEMENTATION OF THE STATE PROGRAMS AS A TOOL FOR ASSESSING EFFICIENCY OF REGIONAL GOVERNANCE

Annotation:

The object of this article is the state programs of the Russian Federation implemented with participation of the regions, and the subject of the study is their effectiveness. Up to 70% of the federal budget is spent on implementation of 43 government programs. The program-targeted approach adopted in Russia allows comprehensively solving existing problems. In most cases, participants in the government programs are constituent entities of the Russian Federation, which demonstrate varying effectiveness, which is not taken into account for the further funding. The article evaluates quantitative and qualitative indicators of the government programs implementation in the entities of the Russian Federation on the example of a program for providing housing for young families. The research methodology involves assessing participation of the regions in the existing state programs, the relevance of the program to the RF entity, and comparative analysis of their effectiveness. The results of the study led to the conclusion that it is necessary to adjust the existing assessment system. A significant part of the regions does not participate in state programs, while they are in demand among the population of the entity. Other regions demonstrate low efficiency, however, regularly receive substantial funds for their implementation. It is noted that for some entities, the costs of implementing a housing program for young families are more significant compared to the average Russian indicators. The analysis made it possible to conclude that the target indicators of the state programs do not correlate with the methodology for assessing effectiveness of the regional leaders, who in most cases are responsible for programs implementation. There is no mechanism of incentives and punishment for effectiveness of the programs implementation in the regions.
