IMPROVEMENT OF APPROACHES TO SPENDING FUNDS OF SOCIAL PROTECTION OF CITIZENS WITH CHILDREN

Report of the International Labour Organization devoted to the issues of development of the population social protection systems in the world notes the high importance of social protection for the purposes of increasing the welfare of society, as well as a factor of economic growth of any state. One of the most important directions of social protection is protection of the citizens having children. It is stated that both mother and father are responsible for children bringing-up. In this regard it is necessary to specify a number of concepts that allow including both mothers and fathers in the sphere of social protection. The analysis of current trends in development of social protection in the economically developed and developing states shows that the governments cut down the social expenses step by step in the conditions of deterioration of economic situation. Absolute indicators of expenses on social protection of citizens with children grow in the Russian Federation; however, the analysis of the level of material security of families with children shows its low level. Thus, despite the declared high social standards, the actual level of income of citizens with children remains low. At the present stage of development, the economic feasibility and social efficiency of the public expenditures is regarded as of paramount importance allover the world. For providing high extent of the target and effective use of funds it is necessary to reconsider some benefits. It’ll allow creating additional conditions and material resources for increasing the birth rate in our country.
