At present, the study of key areas of development is focused on the problem of increasing environmental risks and threats of man-made disasters caused by pollution of the territories with a large amount and speed of waste generation in all spheres of economic activity and daily life. The issues of ecological and economic development of the Arctic zone of the Russian Federation are of great economic, social and political importance for the revival of the experience of active development of the resource wealth of these peripheral regions and their involvement in the national program of social and economic growth. Meanwhile, remote Arctic Russian regions are extremely poorly studied and need to build an effective development model taking into account regional peculiarities. Most research projects currently available are limited to the characterization of one region or to the construction of models that justify the trends of lagging peripheral regions in development, their loss of various resources and their gradual degradation. The results obtained by researchers in the Arctic regions are generally focused on justifying the economic efficiency of the raw materials and metallurgical industries. The general disadvantage of the works carried out and carried out is the lack of comprehensive solution of economic, ecological-economic and social problems in the assessment of the impact on the environment. This situation in explaining the ecological and economic development of the Arctic zone of the Russian Federation has a negative impact on their scientific, technological and innovative development. There is a clear demand for a comprehensive study of the multi-level order, which considers the spatial, sectoral, socio-economic and demographic structure of the peripheral Arctic regions of the country. The results made it possible to conclude on the current and promising direction of development of the Arctic territories of the Russian Federation due to effective waste management in conditions of reduction of harmful impacts on the environment and limited resources.
