DIGITALIZATION OF PUBLIC ADMINISTRATION PROCESSES IN SAINT-PETERSBURG: PROBLEMS AND PROSPECTS

As part of the research presented in this paper, the analysis of indicators of digitalization of public administration was carried out; in particular, the dynamics of such indicators as the e-government development Index in the world, the network readiness Index, and the information and communication technology development Index were considered. The article describes the domestic practice of implementing the concept of “State as a platform”. The main directions of research in the field of information support for the activities of executive authorities are described. The article considers the legal framework for digitalization of public administration at the federal and regional levels. The key trends characteristic of the current stage of digital support for the activities of public authorities are identified. The organization of the system of interdepartmental electronic interaction is considered on the example of St. Petersburg. In the course of private interviews conducted with representatives of the executive authorities of St. Petersburg for the period of 2019 — the first quarter of 2020, the authors identified a number of problems in the development of digitalization of public administration. The majority of respondents pointed to the need to improve the legal and methodological support and material and technical base of the organization of interdepartmental electronic interaction. In some cases, it is still relevant to build business processes of interdepartmental interaction between district divisions and the main departments of the executive authorities, as well as city district administrations. The essential characteristics of the digital compliance system are described, and the prospects for its development in public authorities are evaluated. Based on the analysis, a conceptual scheme for the development of scientific and practical recommendations for improving the processes of digitalization of public administration on the example of the activities of the executive authorities of St. Petersburg is proposed. The practical significance of the proposed research algorithm lies in the formation of a scientific and practical approach to the development of management decisions to improve the processes of digitalization of public administration, taking into account the priorities of regional development and the specifics of the tasks faced by regional executive authorities.
