INFORMAL ACTIVITIES IN THE SYSTEM OF ECONOMIC SECURITY: PARTICULAR ASPECTS OF GENERAL PROBLEMS

Annotation:

The shadow economy is a phenomenon that exists in the economic system of any state. The ratio of illegal business to the official sphere, production, medium and small businesses in developed European countries is quite minimal. In fact, this condition is kind of a marker that causes huge damage to the world community: the state budget, consumer health and public order are also under threat. Hidden turnover develops spontaneously, bypassing the current legislation and established rules; in this regard the authors’ interpretation of the “shadow economy” is formulated in the work. The research is based on the official data of the Federal State Statistics Service, the Federal Financial Monitoring Service, collection and analysis of empirical facts, a systematic approach to indicators and markers of informal activity. As part of the work, it was found that the share of shadow processes in the economy of developed countries from GDP ranges from 6 to 24 %, and in some CIS countries, illegal business accounts for more than 50 % of GDP. The Russian level of the analyzed indicator reaches a 20 percent threshold (numerical expression of 20 trillion rubles). The employment of the hidden sector is analyzed and the industry structure is presented, which makes it possible to assess the distribution of labor resources in an unobserved economy. Methodological aspects of countering the shadow economy to ensure economic security remain poorly studied in Russian scientific publications, so proposals to reduce the boundaries of the shadow sector in the Russian economy are justified. The applied analytical value lies in the fact that the main recommendations can become guidelines for the formation of a system for monitoring the illegal market.
