ORGANIZATIONAL AND ECONOMIC MECHANISM OF FUNCTIONING OF THE “ROSAGROLEASING” SYSTEM

The need for developing leasing as a mechanism of supporting agricultural machinery manufacturers is based on the fact that it is an effective tool for technical modernization of the agro-industrial complex, as it has a systemic impact on the development of domestic agricultural machinery and agriculture. On the one hand, the state, using this tool, invests money in the production of competitive, high-tech agricultural machinery, and on the other hand, allows farmers to purchase this equipment using attractive federal leasing conditions. The paper considers the current mechanism of state support for Russian agricultural machinery manufacturers in the “Rosagroleasing” system. The authors highlight the problems of the current mechanism, which lead to a decrease in the efficiency of its use by both producers and consumers of agricultural machinery. The necessity of improving the current mechanism of state support in the system of “Rosagroleasing“ is proved. The main idea of modernization is to use the mechanism of concessional lending. The mechanism of concessional lending was developed to support agricultural producers in order to speed up technical and technological modernization in this sphere and its use allows them to purchase agricultural machinery at low interest rates. The modernization of the proposed organizational and economic mechanism consists in the transfer of authority in relation to the program of concessional lending from the Ministry of agriculture to JSC “Rosagroleasing” for more efficient and rapid use. As a result of the research, we can assume that the proposed organizational and economic mechanism will allow the state, on the one hand, to invest money in the production of high-tech and competitive agricultural machinery, and on the other hand, using the mechanism of preferential lending, to increase the effective demand in the agricultural machinery market.
