PROBLEMS OF FORMING THE LABOR POTENTIAL OF SMALL BUSINESSES

In the current state of uneven socio-economic development of rural areas and the political commitment to import substitution of agricultural products, as well as in view of a longterm strategy of socio-economic development of agroindustrial complex of Russia and the concept of sustainable development of rural territories, the problem of formation of labor potential of rural territories is gaining a vital importance . In a difficult economic situation, the Russian agricultural sector has the opportunity to improve the efficiency of agricultural production. It is impossible to achieve certain production indicators without the participation of highly qualified personnel who ensure the quality of its output, increase labor productivity, and a high level of profitability of organizations. The main source of labor potential for economic entities of the agricultural sector remains a rural area. The article analyzes the results of the all-Russian population census of 2006 and 2016, in terms of the dynamics of the development of peasant (farm) holdings in the Russian Federation. A decrease in the number of peasant (farm) holdings by 54 % negatively affected the employment of the rural population. The role of small businesses in the structure of agricultural production in the country is analyzed, and a positive growth trend is determined. One of the most important factors that affect formation and development of labor potential is the decline in the rural population, which is associated with a high level of mortality and migration. The article provides a comparative analysis of the development of the farming sector in Russia and foreign countries, where small family-run farms are more common due to their high productivity. Recently, much attention has been paid to the formation of the labor potential of the agricultural sector in rural areas. In our opinion, in the field of rural labor potential, special attention should be paid to identifying and further studying of the problems of its formation and development in the country.
