The paper presents a study on practices and capacities of the government process reengineering (GPR) in Russia. The case of Leningrad region’s government is reviewed. A priority project of the standardized government process reengineering was implemented in the official bodies of this region in 2018—2019 (as a part of the implementation of the project “Public administration 2.0: optimal processes”). The aim of this study is an analysis of reengineering experience and its results in relation to the theoretical and methodological basics. Owing to the specific characteristics of public administration in general and the administrative processes in particular, we cannot directly transfer practice of reengineering from business to the sphere of governance. The authors also explore the main challenges of GPR and the key reasons why government can fail it (on the basis of theoretical analysis and practical experience of the Leningrad region). As the major challenges of government processes reengineering we can identify the following: complexity of large-scale changes in the government bodies; the employees’ resistance to additional workload and non-acceptance of implemented changes; difficulties with coverage of the processes in the government bodies; level of competence of the administrative officers; the problem of leadership and limited resources. The study concludes that the main challenges in reviewed case of the Leningrad region are the following: the employees’ resistance to changes and increasing responsibility; narrow scope of changes that GPR projects imply; difficulties in providing the resources necessary for the GPR projects; difficulties in defining the output indicators as a goal of reengineering; constraints of existing information technologies and difficulties in replacing them. |
