In modern conditions of increasing competition in the market, enterprises need to assess the existing potential in a timely manner to identify possible reserves for improving the efficiency of their production activity. The article discusses approaches to assessing the resource and innovation potential of enterprises of different types of activity. Based on this, the authors suggest an approach to assessing the innovation and resource potential of enterprises providing water supply services (water supply enterprises). This aggregated potential is considered as a system of basic components and the components that reflect the innovation capabilities of a particular economic subject. The authors developed a methodology for assessing the innovation and resource potential of water supply enterprises through a system of indicators that describe each structural element of this potential (subpotentials). The authors underline the following subpotentials: educational and personnel-related, scientific, information-technological, industrial and technical, socio-ecological, financial and economic, organizational and managerial. Each type of subpotentials has its unique characteristic that can be used in the sphere of water supply. Based on the specifics of each subpotential, the authors selected the indicators of this field of activity that are available in scientific sphere, and proposed new indicators. The authors used the following methods of scientific research: theoretical analysis, structural analysis, and analysis of the assessing indicators. The authors suggested a five-stage methodology of assessing the innovation and resource potential of water supply enterprises, based on the applied scientific methods. The methodology of assessing the innovation and resource potential of water supply enterprises through a system of indicators that describes each type of subpotentials has allowed the authors to develop the main directions for increasing the efficiency of water supply enterprises that will improve the quality of services provided to the consumers, taking into account the rationalization of the resources used.
