TO THE QUESTION OF THE STRATEGIC DIRECTIONS OF RUSSIA’S INTERNATIONAL COOPERATION IN HIGHER EDUCATION AND SCIENCE

Annotation:

Life is gradually returning to its former framework, with working and learning activities in full-time mode (after a general transition to a distance format) progressively becoming possible again. In this regard, educational and scientific institutions are also intensifying their activities, which continue to be within the framework of globalization and integration into the world scientific and educational space. Government as a regulator of public relations should develop priority directions of development for this sphere as well. The article discusses the possibilities of Russia’s international cooperation in higher education and science. The following patterns are proposed as vectors for the development of such cooperation: increasing international academic mobility (of students, teachers and scientists), expanding the affiliate network of Russian universities abroad, and deepening international digital educational cooperation. Academic mobility ensures the interaction of subjects of educational relations from different countries, which leads to the exchange of experience, competition for the possibility of cooperation. The cultural, historical and economic proximity of Russia with of the former USSR states suggests that it would be advisable to promote affiliates of domestic higher education institutions in the countries of the post-Soviet space. Cooperation in the digital environment is mostly an exchange of scientific information, both among scientists and students from different countries, which can be carried out using special services and data bases. The modern reality is characterized by the transformation of inter-state relations, public scientific and educational policy and the activities of non-state actors in a neo-institutional paradigm.
