Within the framework of the research presented in this article, the key criteria and indicators for evaluating the effectiveness of the management of the formation of human capital of the university for the purpose of innovation development of the entire industry are systematized. The field of education is one of the most innovative industries, largely determining the creation of an innovation climate and the competitiveness of the economy as a whole. The experience of developed countries such as the USA, China, Korea and European countries shows that sustainable innovation and economic growth requires reliance on universities in the technological, socio-economic, and cultural development of regions. Universities and research centers are the engine for the creation of intellectual property, which contributes to the innovation development of the region. But often, in practice, intellectual property is not formed in regional universities. The number of higher education institutions in the Samara region is decreasing from year to year. There is also an annual decrease in the indicators of innovation activity of the Samara region, despite the versatile support of the state. The current situation imposes special requirements on the human factor as the most important resource, the innovation potential of which is largely determined by the level of education of the population. The author’s concept of the human capital of the university is presented in the article. In the study of the human capital of the university, the human capital is considered at the micro level. The article presents the main results of assessing the level of human capital of a regional university in three areas of activity, such as educational, research, and financial and economic activities, as well as four evaluation criteria: the quality of teaching; the quality of training; the effectiveness of research activities; the effectiveness of financial and innovation activities. The directions of further research are determined. |
