Annotation:

In the 2020s, Russia boldly embarked on the path of increasing the level of digitalization of public administration and government interaction with society. Such changes are caused both by the general development and introduction of technologies, and by the scientific and industrial heritage, with the help of which the modern Russian digital industry is intensively developing. Following federal requirements and trends, attention to digitalization has also increased at the regional level, which as a result has had a significant impact on the work of executive authorities and local self-government — new digital projects are actively supported in the subjects, as well as initiatives within the framework of the execution of decrees of the President of the Russian Federation. An additional round for the development of digital communications was the difficult sanitary and epidemiological situation caused by the spread of COVID-19. The current epidemiological situation dictated rather strict requirements: the interaction of the government and society is gradually moving into a remote format, and messengers, social networks, regional Internet platforms, etc. are among the main tools. However, with the advent of such changes in our lives, many questions and tasks have arisen regarding the legal regulation of the use of digital technologies in interaction with the population. The process of Internet communications is actively developing and already at this stage a detailed legal study of this issue is required both in federal and regional regulatory legal acts. It is worth noting that at the levels of foreign and domestic practice, as well as literature, the potential of legislative consolidation of digital interaction between regional authorities and the population, specifically, for solving socially significant issues, has not been sufficiently studied.
