CLUSTER FOUNDATIONS OF REGIONAL ECONOMIC SECURITY

The article presents the concepts of regional economic security based on the cluster approach. Cluster principles for ensuring the competitiveness of economic sectors are proposed. Attention is drawn to the most important goals of implementing the cluster model in the Russian Federation. The regularity of the development of cluster tools in the security of the regional economy is shown. The composition of the participants, their accessibility to technology and fixed assets are outlined. The possibilities of using clusters in various areas of economic development are analyzed. The author pays attention to the influence of regional cluster formations on the development of territories. It is indicated that cluster formation is a significant link in the reproduction of goods and services in the country and region, the creation and modernization of jobs, the organization of enterprises for the production of new products and the introduction of new technologies. Due to the fact that any territory has scientific and technical potential, the developing clusters, based on the existing capacities, increase the speed of managerial decision-making in a given territory. The scientific article emphasizes that in most cases clusters are understood as a set of industrial enterprises that jointly produce final products, as a consequence, the industrial regions in which the clusters have been created are developing as the cluster policy improves. At the same time, based on organizational management methods, clusters are a source of network development, in which all elements (subjects, participants, business structures, infrastructure facilities, educational organizations, and development institutions) are interconnected and have a common development goal.
