CURRENT ASPECTS OF RUSSIAN HIGHER EDUCATION IN THE LIGHT OF RUSSIA’S WITHDRAWAL FROM THE BOLOGNA PROCESS

Annotation:

In April 2022, by the decision of the Bologna Group, Russia’s representation in all structures of the Bologna Process was suspended. Thus, the attempt of domestic education, which lasted for almost 20 years, to live according to the rules developed by the Western European academic community, ended. It is unlikely that our country will return to the Bologna process in the near future, and the usefulness of this inclusion for the quality of domestic education requires reflection. An important condition for this understanding is a balanced and unbiased analysis of the gains and losses that accompanied Russian higher education while it was working within the framework of the Bologna Process. This article examines the current aspects of the reassessment of those foundations of education that were laid down as the basis for changing educational systems within the framework of the Bologna Process. The revaluation is due to Russia’s withdrawal from the Bologna process. The key aspects of rethinking the values of European education include: a two-level education system, a competence-based approach, and an assessment of the quality of higher education. The author’s recommendations are aimed at finding a balance between Western and traditional Russian practices of higher education. Firstly, the author joins the variable approach in the issue of choosing the model of higher education by universities. Secondly, the author attributes the introduction of a competence-based approach to the positive consequences of Russia’s presence in the Bologna process, which contributed to bringing learning outcomes closer to the requirements of the labor market. Thirdly, the author calls for more active involvement in the assessment of the quality of higher education, along with government agencies, of all stakeholders of higher education, and above all, employers.
