Annotation: |
The priority and strategic direction in the state
program of the Russian Federation “Education Development”
is called “secondary vocational education” (SVE). The implementation of SVE programs requires highly qualified personnel, primarily teaching staff. In order to attract competent SVE
teachers to teach professional skills to students, the main task is
undoubtedly to provide teachers with a decent salary that guarantees a normal level for the livelihood of the teacher and his/
her family. Salary increase can be achieved through a balanced
way of its formation, which should be fixed at the federal legislative level. After that, it will be necessary to make changes in
the legislation of the constituent entities of the Russian Federation, other regulatory acts and, accordingly, in collective bargaining agreements, contracts and local regulatory acts. For
this purpose, we propose actual directions for improving labor
legislation in the form of developing and introducing a unified
approach throughout Russia, in particular, on introducing at the
federal level guaranteed: (1) the minimum cost of a teaching
hour when paid by the hour (in order to replace an employee absent due to illness or other reasons, not more than two
months); in the order of teaching work not more than 300 hours
per year; when teaching students who are undergoing long-term
medical treatment; (2) the minimum base rate of the salary of a
teacher of a public SVE organization; (3) the mandatory share
of the base rate in the salary of a teacher of a SVE organization;
a single list of incentive payments, within which the SVE organization has the right to choose and include additional types of
incentives for employees as necessary and financially feasible. |
