FORMING THE STRATEGY FOR SYSTEMIC MANAGEMENT OF BUDGET REVENUES OF THE BUDGETARY SYSTEM IN FEDERAL STATES

The demand for public services and amenities is growing in terms of quality and quantity as the socio-economic situation changes. Consequently, in order to meet this growing public demand, public sector revenue management is vital for all countries in general, developing countries in particular. Income management helps to effectively spend the limited resources of the country, allowing reasonable use of both available and projected income to ensure maximum achievement and proper use of income potential. To form a strategy for the systematic management of budget revenues in Russia, it is necessary to study the experience of developed foreign countries with a federal structure. The Canadian experience is important and relevant in this case due to the high economic efficiency, the restoration of the budget system after the impact of the COVID-19 pandemic at a fairly rapid pace, and the orientation of activities and budgets towards results. The article examines the essence of budget revenue management, possible methods and tools, as well as elements of budget revenue policy and risk management in the field of budget revenues. An in-depth analysis of approaches to revenue management of the budget system is carried out using the example of Canada. The parameters laid down in the budget policy to ensure the sustainability of the Canadian budget system are considered. The steps that have ensured the creation of a tax scheme that does not allow tax evasion through the budget mechanism are presented. The effect of measures aimed at restoring funding after the COVID-19 pandemic to the revenue side of the country’s budget is shown. The elements of building a conceptual framework for the strategy of systemic revenue management of the budgets of the budgetary system in federal states are proposed.
