This article is dedicated to a comparative analysis
of the normative and legal foundations for the formation of educa-
tional values in the professional education systems of the Russian
Federation and the People’s Republic of China. The focus is on
legal documents that define the key orientations of the educational
process, aimed at developing stable moral principles, patriotism,
civic responsibility, respect for cultural heritage, family traditions,
and readiness for collective and socially beneficial activities among
future specialists. The study is based on a wide range of sources
(laws, decrees, conceptual strategic documents, and educational
standards regulating educational activities in higher education
institutions). The analysis revealed that in Russia, educational
values are primarily determined by spiritual and moral princi-
ples, strengthening patriotic and civic consciousness, promoting a
healthy lifestyle, fostering youth initiative, and encouraging volun-
teer engagement. In China, along with patriotism and collectivism,
educational values in the development of professional education
are based on socialist principles, labor education, and the pres-
ervation of traditional cultural values (also implemented through
social institutions such as the family). It was found that despite
common trends (such as striving for the holistic development of
personality, fostering civic responsibility, respect for educators,
and promoting youth participation in public life), each country
adheres to unique approaches reflecting its historical and cultural context and state ideology. The results allow for the identification
of promising directions for improving the educational process in
professional education, including the integration of socially-orient-
ed strategies and the adaptation of the normative and legal frame-
work to the modern challenges of cultural diversity. |
