Qualification and professionalism of the staff of an educational organization of higher education play a major role in ensuring the quality of education and overall effectiveness of the educational and research process, and is also an important factor that determines the success (prestige) of the educational organization, promotion of its educational services and brand in the labor market. At the same time, the formation of staffing is associated with the need to fulfill certain requirements (both state and professional and public) and standards. The article considers qualification and competence characteristics of staffing conditions for the implementation of educational program of higher education, as well as theoretical and methodological approaches to the examination of compliance of staffing of educational activities with the established state requirements and regulatory legal documents, such as the Labor Code of the Russian Federation, the Federal Law On Education in the Russian Federation, the federal state educational standard of higher education, professional standard and (or) the Unified Qualification Directory of Positions of Managers, Specialists and Employees from the Russian federal legislation; the Law on Education in the Republic of Mauritius, the Higher Education Act 2017, the Higher Education Commission (HEC), Guidelines for Quality Assurance of Programmes (GQAP) by Mauritius federal legislation. The paper presents a comparative analysis of the interface and indication of the distinctive features of assessment and audit of teaching staff and (or) scientific and pedagogical staff in Russia and Mauritius during accreditation and supervisory procedures. Some criteria and indicators are analysed in terms of their correlation with European standards and ESG recommendations. |
