The scientific article presents the results of the
author’s study on the issue of obtaining vocational education
for disabled people without the need to stop medical services
provided by the individual rehabilitation and habilitation pro-
gram for disabled people. An analysis of Russian legislation was
conducted that ensures the possibility of obtaining vocational
education for people with disabilities without interrupting the
prescribed medical treatment. Rosstat statistical data were col-
lected, systematized and analyzed to assess the availability of
vocational education for disabled people. It was found that peo-
ple with disabilities face significant problems when obtaining
vocational education. A conclusion is made about the disunity
of the education and healthcare spheres, which leads to the fact
that educational and rehabilitation processes proceed in paral-
lel, without interacting with each other, which complicates com-
bining education with medical rehabilitation. It is emphasized
that educational organizations lack flexible training formats
(such as distance learning, online courses or hybrid learning),
which would allow students to combine education with med-
ical rehabilitation. It is believed that the lack of coordination between educational institutions and medical organizations
prevents the creation of a single schedule that allows for the
balancing of rehabilitation and educational processes.
A conclusion is made about the need to train people with
disabilities in accordance with individual educational plans,
which will allow for planning their training taking into account
the rehabilitation schedule, and will allow for additional time to
complete assignments and take exams.
Thus, an important condition for obtaining professional
education for people with disabilities is the integration of edu-
cational and medical services. The author proposed a model
of a continuous integrated system of vocational education and
medical rehabilitation of people with disabilities. |
