The article considers the issue of the existing features of the service of the penal system employees, the uniqueness of the socio-economic conditions in which the penal system personnel have to realize their professional potential, as well as the necessary professionally significant qualities of the employees. In connection with the reorientation of the modern penal system to the humanitarian paradigm, the employees of the penal system need to change the usual view of their work and their responsibilities, master new psychological and pedagogical methods of work. In the course of scientific and theoretical search and experimental research, the concept of professionally important qualities of the penal system employees was analyzed; the list of the most significant of them contributing to high-quality educational work in the penal system was clarified, namely: organization, sociability, responsibility, determination, endurance, confidence, self-control. The authors make a generalization of scientific and theoretical research on the professional competence of the penal system employees, as well as pedagogical means of its development. The emphasis is placed on the specific working conditions of the penal system employees, the distinctive feature of which is their extreme nature: a special contingent of convicts, conditions of isolation of professional activity, rapid physical and mental fatigue, incompetence of personnel, violations of labor discipline and other factors require attention and consideration when building an educational trajectory for penal system employees. The authors identify pedagogical conditions that contribute to the effective development of professionally important qualities of penal system employees: creation of a motivating educational environment, implementation of a personality-oriented approach, comfortable psychodidactic conditions, maintenance of a friendly and psychologically comfortable environment during classes and the learning process in general. The results of the study can be extrapolated to various educational programs of Federal Penitentiary Service of Russia institutes, advanced training courses and retraining of penal system employees.
