In this paper, the author examines the problem
of anonymity in the Russian segment of the global information
space of the Internet and its impact on the cultural sovereignty
of the Russian Federation. Anonymity in the virtual informa-
tion space of the Internet computer network provides users with
the opportunity to freely access, exchange, create and replace
information, and this phenomenon, in the context of security,
potentially poses a threat to cultural information resources
as valuable for Russian society. The article examines aspects
related to anonymous communications that can contribute to
the spread of disinformation, extremist ideologies and destruc-
tive content that undermines the traditional spiritual and moral
values of Russian society, as well as as a means of countering
the implementation of socially useful goals and objectives of
public administration defined in strategic planning documents
and other regulatory legal acts. In the course of the research,
the author argues that in the context of globalization, digitali-
zation and digital transformation, the development of cultural
institutions is closely linked to the formation of a global infor-
mation space. In the virtual space of the Russian segment of the global Internet, cultural institutions face significant challeng-
es and threats, which makes the topic of this study particularly
relevant. Based on the results of the research, the author came
to the conclusion that in the context of globalization, digitaliza-
tion and digital transformation, the issues of preservation and
access, as well as the integrity and reliability of digital culture
objects in the Russian segment of the global Internet are simi-
lar to the tasks of ensuring national security in the information
sphere. One of the main indicators of information security in
the Russian Federation and its success in the field of digital
culture is the observance of four basic principles: (1) reliabil-
ity; (2) integrity; (3) safety; (4) accessibility, which, in turn, is
directly related to the security of cultural sovereignty. The paper
analyzes legislative initiatives and measures taken by the state
to regulate anonymity in the digital environment of the global
Internet, as well as the consequences of such measures for free-
dom of speech and human rights. Special attention is paid to the
role of anonymity in shaping public opinion and political activ-
ism of citizens, as well as necessary measures to ensure cultural
sovereignty in the context of globalization and digitalization. |
