Annotation: |
This article highlights the issues surrounding the
lack of a unified understanding of the term “cyberbullying” in
academic literature, as well as its legislative definition in the
Russian Federation, and the inadequacy of existing account-
ability measures to combat such acts. The topic under discus-
sion is relevant and attracts close attention from researchers
due to the increasing number of offenses with characteristics
of cyberbullying committed on the Internet. The spread of these
offenses is growing among minors, and mechanisms to protect
victims have not been developed.
The article contains an analysis of theoretical approaches to
defining cyberbullying and its essence, summarizes the scientif-
ic views of researchers on the indicated problems, and conducts
an analysis of the types of acts containing characteristics of
cyberbullying. The author concludes that the essence of cyber-
bullying is the infliction of psychological violence on a victim
using information and telecommunication networks (including
the Internet), making cyberbullying a special type of violence
and a form of harassment. Based on the conducted research, the
term “psychological violence committed using information and
telecommunication networks (including the Internet)” is pro-
posed, defined, and the types of cyberbullying are summarized,
systematized, and classified. The significance of the proposed
concept and classification lies in their potential use to improve legislation, including criminal law, and law enforcement prac-
tices in combating cyberbullying. Specifically, the findings
can be applied to the subsequent development of proposals for
establishing and differentiating responsibility for such acts. |
