FACTORS INFLUENCING THE IMPLEMENTATION OF SUSTAINABLE DEVELOPMENT PROJECTS IN RUSSIA

The urgency of identifying factors affecting the implementation of sustainable development projects is due to the current specific situation for Russia, related to the ongoing trend of increasing sanctions. The object of the study is the factors influencing the implementation of sustainable development projects, the subject is economic relations caused by the emergence of the factors themselves and their impact on sustainable development. The purpose of the study is to identify the main factors contributing to and hindering the implementation of sustainable development projects in Russia. The study uses a set of methods: content analysis, generalization and systematization. Two groups of factors contributing to and hindering the implementation of sustainable development projects in Russia are considered. The main factors in each group are identified based on co ntent analysis and the authors’ own position. Contributing factors are: the existence of a national system of state regulation in the field of sustainable development, in which the goals of sustainable development are reflected in the documents of all four levels of strategic planning; the availability of systemic financial support measures for the implementation of projects and the state’s position on their further development; the creation of a national ecosystem of sustainable development, which currently includes infrastructural support for sustainable development projects and a system of ratings. The main factors hindering the implementation of sustainable development projects in Russia are: the application of sanctions against Russia, which, in turn, has had positive effects in terms of implementing their own local sustainable development projects without attracting foreign investors, expanding the circle of investors and shareholders within Russia; lack of economic efficiency from the implementation of sustainable development projects by subjects; insufficient measures of direct financial support from the state and development institutions; a decrease in the possibility of attracting foreign investment in the implementation of sustainable development projects.
