The article is devoted to the study of the human
capital characteristics of the Volga Federal District. The paper
examines key aspects of the formation and development of
human capital in the region, including demographic dynamics,
migration processes, and the state of the education and health-
care system. A comparative analysis of indicators between the
subjects of the Volga Federal District is carried out, which
makes it possible to identify regional differences and factors
affecting the quality and quantity of human capital.
The development of human capital is crucial in the era of dig-
italization and is a key task, the implementation of which is neces-
sary for the successful development of the regional economy.
The study is based on a statistical analysis of official data
from Rosstat, reports from the authorities of the constituent entities of the Russian Federation, and sociological research.
Such indicators as natural population growth and decline,
internal and external migration, the number and composition of
the labor force, the level of education of the population, morbid-
ity and the main causes of mortality in the regions of the Volga
Federal District are considered.
Based on the results obtained, the problems and prospects
of human capital development in the regions are identified.
Special attention is paid to identifying areas that contribute to
improving the quality of life of the population and increasing
the competitiveness of the Volga Federal District at the federal
level. Recommendations on optimizing the state policy in the
field of human capital management aimed at improving the
social infrastructure and improving the well-being of the district
residents are proposed.
The work is of interest to a wide range of specialists — econ-
omists, sociologists, demographers, and government officials
involved in regional development and human capital manage-
ment. The study will also be useful for representatives of busi-
nesses and non-profit organizations seeking to take into account
the social and economic characteristics of regions when plan-
ning their activities. The results of the study can serve as a
basis for developing strategies for sustainable socio-economic
growth in the Volga Federal District and improving the quality
of life of its population. |
