SOCIO-ECOLOGICAL AND ECONOMIC JUSTIFICATION OF THE PROSPECTS FOR THE DEVELOPMENT OF LAND RECLAMATION IN THE NORTH CAUCASUS FEDERAL DISTRICT

The article presents a comprehensive study of the problem of justification the prospects for the development of land reclamation in the North Caucasus Federal District. Having been little studied, the problem requires further research. The purpose of the study is to develop existing methods for the evaluation of the effectiveness of the land reclamation measures and to substantiate the prospects for the development of the land reclamation in the North Caucasus region. The problem is tied to the current environmental crisis that threatens food security and the prospects of sustainable agricultural development. The authors note that the existing methods for the evaluation of the effectiveness of the land reclamation measures, based on the environmental capacity concept of the agricultural land reclamation, require further development, as they do not meet the requirements of the current legislation of the Russian Federation on environmental management and protection, and that their effectiveness cannot be evaluated objectively. The authors substantiate the proposals for the further development of the existing methods of evaluation of the effectiveness of the land reclamation measures that are based on a new concept of land reclamation, the main purposes of which are: management of biological, social, ecological, and economic processes; achievement of optimal interactions between man and nature; maintenance of the environmental safety and the maximum social, ecological and economic effect. Suggestions for the further development of methods for the evaluation of the effectiveness of the land reclamation measures have theoretical value for the development of methodological foundations for the management of techno-natural systems. The practical value of the research results lies in the development and justification of the range and scope of the land reclamation measures, the implementation of which will increase the effectiveness of using the natural resource potential of the region and reclaimed lands.
